Open audio range

Description

Let the user choose which range of audio to be loaded, which would be useful for e.g. timing songs for an episode without first splitting the audio or loading whole thing.

Say we open from 2:30 to END, start timing, then we save the subtitles. Will a subtitle timed at the beginning of the opened range be saved at 0:00 or 2:30?

It would be a checkbox, so time on the subwave could either start at 0 or at original position.

Also: you should be able to specify audio delay here. This will probably get implemented soon, depending on how much of a headache it is to modify the current provider system to understand it.
